Sarawak Premier Stresses Federalism As The Pillar Of Malaysia’s Unity


KUCHING, 10 Jan — Sarawak Premier, Datuk Patinggi Tan Sri (Dr) Abang Haji Abdul Rahman Zohari Tun Datuk Abang Haji Openg underscored the critical role of federalism in Malaysia’s governance. 

In his address, the Premier described federalism as the foundation of Malaysia’s formation, emphasizing the balance between centralization and decentralization as a cornerstone of the nation’s unity. He reiterated Sarawak’s unique position as a founding partner of the Federation, enshrined in the Malaysia Agreement 1963 (MA63) and the Federal Constitution.

“Federalism is not merely a political concept but serves as the very foundation of Malaysia’s formation. The Federal Constitution ensures a balance where neither the Federal nor State Governments dominate but coexist in harmony within their respective jurisdictions,” he stated during his speech at the Gala Dinner for the Opening Legal Year Sabah and Sarawak 2025 at the Riverside Majestic Hotel, here. 

Highlighting Sarawak’s legislative powers, the Premier pointed to key areas such as land, natural resources, and the continental shelf as examples of federalism in action. Sarawak’s legislative authority, he said, not only reflects its historical and political significance but also allows it to manage resources sustainably for the benefit of its people and the Federation.

“Our rights over land and natural resources, including through the Oil Mining Ordinance 1958 and the Distribution of Gas Ordinance 2016, demonstrate Sarawak’s autonomy within the federal framework. These rights enable us to contribute to national progress while safeguarding our distinct identity,” he added.

The Premier also reaffirmed Sarawak’s commitment to preserving and strengthening the federal structure through its pursuit of rights under MA63. By asserting its constitutional rights, Sarawak ensures that the federation remains a partnership rooted in respect and cooperation.

“Our commitment to MA63 is not just about preserving Sarawak’s autonomy but about strengthening the Federation. This ensures Sarawak continues to play its vital role in Malaysia’s growth and resilience,” he said.

Looking ahead, the Premier envisioned a federation built on unity in diversity, where each state’s strengths contribute to the nation’s success. He stressed the importance of subsidiarity, ensuring governance decisions are made at the level closest to the people.

“Federalism enables us to tailor policies to meet our communities’ unique needs, fostering inclusive growth and strengthening the bond between the state and its people,” he explained.

Also attending, Chief Judge of Sabah and Sarawak, Tan Sri Abdul Rahman Sebli; Attorney-General of Malaysia, Dato’ Mohd Dusuki bin Mokhtar; Deputy Minister in the Premier’s Department (Law, MA63 and State-Federal Relations), Datuk Hajah Sharifah Hasidah binti Sayeed Aman Ghazali; and the President of the Advocates Association of Sarawak, Mr. Gurvir Singh Sandhu.
